Amends the Illinois Income Tax Act to create an income tax checkoff for contributions to the Special Olympics Illinois and Special Children's Charities Fund.

Requires the Department to print a provision on standard individual income tax forms beginning with taxable years ending on or after December 31, 2016, allowing taxpayers to contribute to the fund.

Allows taxpayers to contribute any amount of at least $1 to the fund by stating the contribution amount on their return.

Contributions reduce the taxpayer's refund or increase the amount of payment owed; if the taxpayer fails to remit the full increased payment, the contribution is reduced accordingly.

Takes effect immediately upon becoming law and does not apply to amended returns.
