HB3196 - Postsecondary and Workforce Readiness Act

• Requires advisory committees to develop recommendations for competency-based high school graduation requirements, student readiness for college-level instruction, and early college credit programs.

• Mandates that by July 1, 2017, the State Board of Education, Illinois Community College Board, Board of Higher Education, and Illinois Student Assistance Commission adopt common administrative rules implementing competency-based diplomas, college-level instruction access, and career pathway endorsements.

• Requires school districts to implement competency-based graduation requirements beginning in the 2017-2018 school year and provide tuition-free college-level instruction in English language arts, mathematics, and science to eligible high school students.

• Establishes that high school students entering 9th grade in 2017-2018 must have access to at least 2 career pathway endorsement programs, with districts allowing students to access programs outside their resident district.

• Amends the School Code to require consumer education instruction including financial literacy and adds a requirement for individualized postsecondary education, career, and financial aid planning for all students beginning in 2017-2018.
