Creates an Attendance Commission within the State Board of Education to study chronic absenteeism and recommend prevention strategies.

Commission membership includes directors/chairpersons from seven state agencies and education boards, plus one representative each from 19 specified non-profit organizations and professional associations appointed by the State Superintendent of Education.

Commission shall recommend standards for attendance and chronic absenteeism, improve data tracking systems from pre-K through grade 12, establish reporting and accountability mechanisms, develop best practices for multi-tiered support systems, and address ongoing challenges with chronic absenteeism.

State Board of Education shall provide administrative support; Commission must submit annual reports to the General Assembly and State Board of Education by December 15 each year.

Commission is automatically abolished and this section repealed on December 16, 2020.
