Amends Section 11 of the State Treasurer Act to require the State Treasurer to record the date and amount of each warrant, removing the requirement to record the name of the payee.

Authorizes the State Treasurer to impose and collect service charges from payees requesting wire or electronic transfers of funds from the State treasury to cover all transfer costs.

Modifies Section 14 to allow the State Treasurer to report to the State Comptroller at appropriate intervals but at least monthly, rather than strictly at month's close.

Changes the requirement for the State Treasurer to "deposit with" canceled warrants to instead "report to" the Comptroller regarding paid warrants at least monthly intervals.
