Amends the Pharmacy Practice Act to require registered pharmacy technicians to become registered certified pharmacy technicians within 2 years of initial registration, beginning January 1, 2017 (or upon reaching age 18 if younger).

Establishes continuing education requirements for registered certified pharmacy technicians of 20 hours every 24 months, including mandatory hours on pharmacy law and patient safety.

Creates a pilot program effective January 1, 2016, requiring participating pharmacies to dispense Schedule II controlled substances containing hydrocodone in non-reusable medicine locking closure packages with user-generated alphanumeric codes, with a $150,000 spending cap.

Exempts Medicare Part D, Medicaid (including managed care), and prescriptions for nursing home residents from the medicine locking closure package requirement.

Repeals the medicine locking closure package provisions on January 1, 2017, and modifies pharmacy investigator qualifications to allow non-pharmacist investigators hired before the effective date to continue employment.
