• Amends the Illinois Health Facilities Planning Act to exclude hospitals that reopen under new ownership at the same location within 36 months of closure from the definition of "health care facilities" requiring certificate of need approval.

• Amends the Hospital Licensing Act to allow hospitals that have closed (except for license revocation due to non-compliance) to reopen under new ownership or management within 3 years at the same location and physical structure without reapplying for a license.

• Takes effect immediately upon becoming law.
