Amends Section 6z-27 of the State Finance Act to authorize transfers of specified amounts from 121 state funds to the Audit Expense Fund within 30 days of the act's effective date.

The General Revenue Fund contributes the largest amount at $17,190,905, followed by the Education Assistance Fund at $1,587,191 and State Pensions Fund at $500,000.

Replaces previous transfer provisions from the 98th General Assembly with new authorization for the 99th General Assembly, with updated amounts for each designated fund.

Allows the Auditor General to bill non-state entities (private entities, related organizations, and locally-held funds) for audit costs, with revenues deposited into the Audit Expense Fund.

Requires the State Comptroller to transfer any deficient amounts from the General Revenue Fund if designated funds lack sufficient moneys, and mandates annual reporting by the Auditor General to the Governor's Office of Management and Budget regarding estimated audit costs.
