Amends the Illinois Wildlife Code (520 ILCS 5/2.5) to allow any person to use a crossbow to take any animal during the appropriate archery season.

Maintains existing provisions allowing crossbow use by persons age 62 and older, handicapped persons with Director-issued permits, and during the period from the second Monday following Thanksgiving through the last day of the archery deer hunting season.

Defines "handicapped person" as someone with a physical impairment rendering them unable to use a longbow, recurve bow, or compound bow, requiring a physician's statement for permit issuance.

Takes effect immediately upon becoming law.
