Amends the Permanent Noise Monitoring Act by adding Section 25 to establish a noise complaint database system for Illinois airports.

Requires the Division of Aeronautics to adopt procedures allowing Illinois residents to report airport noise complaints via telephone, mail, email, and direct submission through the Division's website.

Mandates the Division of Aeronautics develop and maintain a database of all noise complaints submitted under the new procedures.

Requires the Division of Aeronautics to submit an annual report on December 31 of each year to the Governor and General Assembly containing the contents of the noise complaint database.

Authorizes the Department of Transportation to adopt rules necessary to implement the noise complaint system.
