Creates the Illinois School Choice Program administered by the State Board of Education, allowing eligible students to attend participating non-public schools using educational vouchers beginning in the 2015-2016 school year.

Eligible pupils are students in kindergarten through grade 12 who are Illinois residents and would otherwise be enrolled in a low-performing public school (defined as a school ranked in the lowest 10% of its district by student achievement on state assessments).

Voucher amounts vary based on family income: full foundation level for families at or below 3 times the federal poverty level, half the foundation level for families between 3-4 times poverty level, and flat grant amount for families exceeding 4 times poverty level, capped at actual tuition and fees.

Participating non-public schools must register with the State Board of Education, pay required fees, report student enrollment and income information, and comply with program requirements to receive quarterly reimbursement for vouchers (by September 30, December 30, March 30, and June 20).

Creates the School Choice Fund as a special state treasury fund, with fees from participating schools deposited to cover administrative costs of the program; State Board of Education may establish additional reporting, auditing, and performance review requirements.
