Requires the Department of Human Services to increase reimbursement rates for residential and day programs serving individuals with developmental disabilities to achieve a minimum starting wage of $13 per hour for direct service personnel by July 1, 2017.

Mandates phased wage increases: $1 per hour by July 1, 2015; an additional $1 per hour by January 1, 2016; an additional $1 per hour by July 1, 2016; and an additional $0.65 per hour by January 1, 2017.

Defines "direct service personnel" to include direct care staff, front-line supervisors, qualified support professionals, nurses, and non-administrative support staff in covered programs.

Applies the same wage increase requirements to nursing facilities certified as intermediate care facilities for the developmentally disabled or long-term care facilities for individuals under age 22.

Takes effect immediately upon becoming law.
