Creates a legislative scholarship task force composed of 20 members: 5 House members appointed by the Speaker, 5 by the House Minority Leader, 5 Senate members appointed by the President, and 5 by the Senate Minority Leader.

Awards 8 scholarships per representative district annually beginning with the 2016-2017 academic year to nominees who are U.S. citizens or eligible noncitizens, residents of the district, and enrolled or accepted at a public Illinois university.

Scholarships cover tuition and matriculation, graduation, activity, term, and incidental fees for up to 2 semesters within one academic year, with exceptions for book rental, service, laboratory, and other specific fees.

Recipients must maintain eligibility and satisfactory academic progress as determined by their university and may receive up to 8 semesters of scholarship assistance total through renewal.

Students who paid exempted fees may request reimbursement from their university within 2 months of the academic term in which fees were paid.
