Authorizes the Illinois Secretary of State to issue special Master Mason license plates for passenger vehicles of the first division or motor vehicles of the second division weighing not more than 8,000 pounds.

Charges a $25 fee for original issuance in addition to regular registration fees, with $10 deposited into the Master Mason Fund and $15 into the Secretary of State Special License Plate Fund.

Charges a $25 renewal fee for each registration period, with $23 deposited into the Master Mason Fund and $2 into the Secretary of State Special License Plate Fund.

Establishes the Master Mason Fund as a special fund in the State treasury for grants to the Illinois Masonic Charities Fund for charitable purposes, subject to appropriation and distribution by the Secretary of State.

Plates expire according to the multi-year registration procedure established in Section 3-414.1 of the Illinois Vehicle Code.
