Automatically dissolves sanitary districts located in counties with 3 million+ population that have no employees, no bond indebtedness, and are wholly contained within three or more municipalities with no unincorporated areas upon the effective date of this Act.

Requires officers of dissolved sanitary districts to convey all property to the municipalities responsible for sewage collection and disposal, liquidate personal property, and distribute remaining funds proportionally based on territory percentage.

Authorizes acquiring municipalities to levy and collect a tax up to 0.25% annually of equalized property value for maintaining, constructing, or replacing sewers, in addition to other authorized municipal taxes.

Allows municipalities to use newly authorized sewer tax revenue to pay any outstanding obligations of the dissolved sanitary district.

Validates any sewer or water taxes previously levied by municipalities that would qualify to levy such taxes under this Act.
