Creates a new "Ticket for the Cure" instant scratch-off lottery game beginning January 1, 2016, with net revenue deposited into the Ticket for the Cure Fund for cancer screening grants.

Extends the existing "Carolyn Adams Ticket For The Cure" game from December 31, 2016 to December 31, 2017, with net revenue continuing to fund breast cancer research and support services.

Establishes the Ticket for the Cure Fund as a special fund in the State Treasury, with appropriations to the Department of Public Health for increasing access to cancer screenings.

Defines "net revenue" as total ticket sales minus prizes paid and actual administrative expenses directly related to the Ticket for the Cure game.

Authorizes the Department of the Lottery to adopt rules necessary to implement and administer the new game, effective immediately upon passage.
