Creates the Task Force on Opportunities for At-Risk Women within the Department of Commerce and Economic Opportunity, composed of legislative appointees, state agency directors, and Governor-appointed experts in education, criminal justice, community services, and social support fields.

Task Force members serve 4-year terms without compensation but may be reimbursed for reasonable expenses; members elect a chairperson for a 2-year term and meet at least twice per year.

Directs the Task Force to design a plan for the Department of Commerce and Economic Opportunity to partner with government agencies, companies, and organizations to help at-risk women and families become productive citizens.

Requires the Task Force to coordinate assistance in targeted areas including housing, education, parenting classes, financial literacy, job training, afterschool programming, addiction and recovery services, and expansion of Redeploy Illinois into Cook County.

Defines "at-risk women" as those at increased risk of incarceration due to poverty, abuse, addiction, financial challenges, illiteracy, or other causes, including previously incarcerated women.

Requires the Task Force to submit annual reports to the Governor and General Assembly with recommendations for legislation or rulemaking.
