HB3291 Summary

• Removes requirement that each commercial feed be registered before distribution in Illinois, replacing product registration with firm licensing requirements.

• Authorizes the Director of Agriculture to inspect, audit, certify feed manufacturer and distributor facilities at their request and issue certificates of export from the State.

• Establishes new labeling requirements including quantity statements, product names, guaranteed analysis, ingredient lists, and directions for use, with the Director authorized to perform label reviews at no fee.

• Reduces annual pet food fee from $90 to $50 for packages of 10 pounds or less and adds new prohibited acts including restrictions on raw milk use as feed and requirements for cleaning reusable bags and totes.

• Adds new definitions (labeling, pet, quantity statement, raw milk) and expands adulteration criteria with six new conditions; effective January 1, 2016.
