Amends the Environmental Protection Act to require the Illinois EPA to adopt rules governing corrosion prevention projects on community water supplies, excluding buried pipelines and routine maintenance activities.

Requires community water supplies to use protective coatings personnel and inspectors on corrosion prevention projects involving exposed water treatment tanks, structures, pipe galleys, pumps, and generators.

Establishes standards for corrosion prevention projects including industry standards, use of trained personnel, inspector oversight, and environmental protection measures including proper handling of hazardous materials like lead paint.

Amends the Illinois Highway Code to allow the Department of Transportation to adopt rules for corrosion prevention projects on state-funded bridges, requiring consultation with trained personnel and plans to prevent environmental degradation.

Applies to projects receiving 100% state funding only and requires contracts to comply with the Illinois Procurement Code and include reporting on participation by minority persons, females, and veterans in apprenticeship and training programs; takes effect July 1, 2017.
