Amends the Illinois Vehicle Code to allow collegiate license plates for degree-granting, not-for-profit private colleges or universities located in contiguous states without requiring a minimum of 10,000 alumni residing in Illinois.

Removes the 10,000 alumni residency requirement that previously applied only to out-of-state colleges and universities seeking to offer collegiate license plates.

Charges a $40 original issuance fee and $27 renewal fee for collegiate plates, with proceeds distributed to scholarship funds ($25 per transaction) and administrative costs ($15 original, $2 renewal).

Directs revenues from public university plates to the State College and University Trust Fund for scholarships to Illinois residents, and revenues from private college plates to the University Grant Fund distributed through the Illinois Student Assistance Commission.

Permits collegiate plates for passenger vehicles and motor vehicles under 8,000 pounds subject to staggered registration and multi-year expiration procedures.
