Amends the Counties Code to allow Kendall County to create a Special County Ordinance Area by ordinance, subject to majority vote by the county board.

Limits Special County Ordinance Areas to 2 square miles or less of contiguous unincorporated land with a minimum population of 6,000 residents.

Requires the county board to appoint a 6-member Special Ordinance Advisory Committee within 10 days of creating an area, consisting of 5 residents from the area and 1 county board member who serves as president.

Authorizes Kendall County to regulate Special County Ordinance Areas using county powers, with all ordinances requiring majority county board approval.

Requires the county board to hold a public hearing with notice published in a newspaper 10 to 30 days before adopting any ordinances for the Special County Ordinance Area.
