IL HB3321

Amends the Alcoholism and Other Drug Abuse and Dependency Act to establish a Drug Overdose Prevention Program under the Department of Human Services, including provisions for annual reports on drug overdose trends and prevention interventions.

Authorizes the Director to create and fund programs for production of overdose prevention educational materials, prescribing and dispensing of naloxone (opioid antidote), and grants to local health departments, hospitals, correctional institutions, and community-based organizations for overdose prevention and response projects.

Provides civil liability immunity for health care professionals who prescribe or dispense opioid antidotes in good faith to patients capable of emergency self-administration.

Grants immunity from civil liability, criminal prosecution, and professional licensing violations to unlicensed persons who administer opioid antidotes in emergency overdose situations if they received proper patient information and acted in good faith.

Requires health care professionals prescribing opioid antidotes to ensure patients receive information on overdose recognition, rescue breathing, drug dosage and administration, and importance of calling 911; takes effect immediately upon enactment.
