Prohibits parking or leaving a vehicle with expired Illinois registration plates or stickers on public streets, highways, or roadways.

Creates an exemption for first-time violators who are 62 years of age or older at the time of violation, limiting their fines, penalties, fees, and costs to a maximum of $25.

Applies exemption to violations of this state statute or similar local ordinances.
