Expands the definition of "gambling device" to include electronic machines or vending devices that award credits, points, or replays based on chance and offer entry into contests or sweepstakes in connection with purchasing items or coupons.

Creates a new exemption allowing participation in games of skill or chance where money or things of value can be won without requiring payment, except when such games use prohibited gambling devices.

Makes gambling offenses involving the newly defined gambling devices a Class 4 felony.

Clarifies that the intent of the new gambling device definition is to prohibit any mechanism that attempts to circumvent gambling device restrictions through subterfuge or pretense.
