Creates the Healthy Local Food Incentives Program under the Department of Human Services to double the purchasing power of SNAP and WIC recipients at Illinois farmers markets and producer-to-consumer venues.

Establishes the Healthy Local Food Incentives Fund as a special fund in the State treasury with an annual grant of $1,000,000 to a qualified Illinois non-profit organization (subject to appropriations).

Requires at least 60% of fund monies be distributed to participating farmers markets for incentives and implementation, with a maximum of 40% used for statewide program development, training, technical assistance, and administration.

Designates non-profit organization must have demonstrated experience building statewide networks, designing successful incentive programs, implementing fund distribution, providing training, conducting outreach, and managing funds for farmers markets.

Requires the non-profit to submit annual progress reports within 90 days of grant cycle end, including participating market locations, fund distributions, SNAP/WIC spending amounts, transaction numbers, and survey data on fresh produce consumption by beneficiary families.
