HB3350 Summary

• Municipalities may petition circuit court to declare property abandoned if tax delinquent for 2+ years, unoccupied, and contains a dangerous/unsafe building or has more than 3 code violation abatements within a 12-month period.

• Counties may convey their interest in vacant non-farm property of irregular shape or size to adjacent property owners at no consideration, with 60 days' notice by certified mail to all adjacent owners.

• Expands grounds for abandoned property declarations to include properties not being maintained, as evidenced by repeated code violations, in addition to dangerous/unsafe buildings.

• Municipalities gain expedited procedures for demolition, repair, or enclosure of dangerous buildings and removal of hazardous materials, with ability to file liens for costs incurred.
