Creates the Recyclable Metal Theft Task Force within the Office of the Secretary of State with administrative support provided by the Secretary of State's office.

Establishes state-level membership consisting of two Senate members (one from each party leader), two House members (one from each party leader), one Secretary of State representative, and two Department of State Police members (one from the State Police Academy).

Appoints public members including representatives from municipalities, five police chiefs from various regions, public utilities, recyclable metal dealers, scrap metal suppliers, insurance companies, rural electric cooperatives, and local exchange carriers.

Directs the Task Force to establish collaborative efforts to combat recyclable metal theft statewide, develop regional task forces as needed, and create both legislative and enforcement-driven long-term solutions.

Requires the Task Force to annually review its effectiveness in deterring and prosecuting recyclable metal theft and submit findings and recommendations to the General Assembly and Governor by October 31 each year.
