• Amends Illinois Vehicle Code Section 3-801 to extend registration grace period for military members and civilian employees of the U.S. Armed Forces or Department of Defense returning to Illinois from 30 days to 45 days, provided vehicle displays temporary military registration.

• Modifies Section 6-102 to clarify that civilian employees of the U.S. Armed Forces or Department of Defense serving outside the continental United States are exempt from Illinois driver's license requirements for 120 days following their return.

• Adds new subsection (d-5) to Section 6-115 authorizing the Secretary of State to defer driver's license expiration for civilian employees of the U.S. Armed Forces or Department of Defense and their spouses and dependent children while stationed outside Illinois, plus 120 days after returning.
