Changes audit report filing deadlines from 6 months to 180 days after the close of fiscal year for governmental units, counties, and municipalities under the Governmental Account Audit Act, Counties Code, and Illinois Municipal Code.

Requires all audit and financial reports filed with the State Comptroller to be submitted electronically, with the Comptroller posting reports on the Internet within 45 days of receipt.

Requires financial reports to include the name of the purchasing agent (or person responsible) who oversees all competitively bid contracts.

Establishes a tiered fee structure for delinquent audits or reports: $5 per day for first 15 days past due, $10 per day for days 16-30, $15 per day for days 31-45, and $20 per day for day 46 and beyond, deposited into the Comptroller's Administrative Fund.

Requires the Comptroller to post a list of governmental units, counties, or municipalities that are not in compliance with reporting requirements.
