Amends the Consumer Fraud and Deceptive Business Practices Act to require credit card issuers to verify address changes before issuing credit cards when application addresses differ from solicitation addresses.

Requires lenders to take reasonable steps to verify consumer identity and confirm applications are not fraudulent when notified that an applicant has been a victim of financial identity theft.

Establishes security freeze procedures allowing consumers to request freezes on credit reports by certified mail, with consumer reporting agencies required to place freezes within 5 business days.

Permits active duty military service members to place and remove security freezes without paying fees, joining seniors 65+ and identity theft victims as fee-exempt categories.

Requires consumer reporting agencies to notify consumers of address changes and obtain written confirmation within 30 days when a security freeze is in place.
