Creates special "Monarch plates" registration plates for passenger vehicles of the first division or motor vehicles of the second division weighing not more than 8,000 lbs.

Charges a $40 fee for original plate issuance ($25 to Roadside Monarch Habitat Fund, $15 to Secretary of State Special License Plate Fund) and a $27 renewal fee ($25 to Roadside Monarch Habitat Fund, $2 to Secretary of State Special License Plate Fund).

Establishes the Roadside Monarch Habitat Fund as a special fund in the State treasury to distribute grants for roadside monarch and pollinator habitat development, enhancement, and restoration projects.

Plates may be issued as vanity or personalized plates and shall include stickers or decals as prescribed by the Secretary of State.

Takes effect upon becoming law.
