Changes substitute teacher employment limit from 30 calendar days to 30 instructional days in emergency situations when no licensed teacher is under contract.

Allows school districts in emergency situations to employ educators with Professional Educator License or Educator License with Stipulations for up to 120 days if the district notifies the regional office of education within 5 business days.

Requires districts to recertify to the regional office of education every 30 calendar days if an emergency situation continues beyond 30 instructional days, with a maximum 120-instructional-day employment period per teacher.

Effective July 1, 2015.
