Amends the Illinois Vehicle Code to allow courts discretion in determining whether excessive speeding violations (26 mph or more over the speed limit) constitute serious traffic violations.

Modifies the definition of "serious traffic violation" to exclude speeding violations when a court determines they should not be classified as serious, and requires the court clerk to report such findings to the Secretary of State.

Establishes that driving 26-34 mph over the speed limit is a Class B misdemeanor and driving 35 mph or more over the speed limit is a Class A misdemeanor.

Preserves defendants' eligibility for court supervision under the Unified Code of Corrections even when convicted of serious traffic violations.
