• Amends the State Mandates Act to specify that failure of the General Assembly to appropriate adequate funds for reimbursement shall not relieve the State Board of Education or Department of Commerce and Economic Opportunity from their obligations to track and report on state mandates.

• Requires fiscal notes on education bills creating state mandates to include actual implementation cost data and analysis generated by school districts.

• Requires the State Board of Education to prepare an annual report listing all state mandates applicable to common schools, identifying the type of school district affected, whether identifiable local direct costs are necessitated, and the extent of state or federal financial participation.

• Authorizes the State Board of Education to review school district applications for mandate reimbursement and determine whether a Public Act constitutes a mandate when no appropriation exists.

• Authorizes the Legislative Research Unit to conduct public hearings to review information collected and recommendations made by the State Board regarding state mandates.
