Amends the Illinois Pension Code to add new provisions allowing the State Teachers' Retirement System to request necessary information from members, annuitants, beneficiaries, and employers for proper system administration.

Modifies Section 15-154 to change "issued" from "received" when calculating compound interest on refunds, and clarifies refund provisions for participants in the portable benefit package.

Updates Section 15-157 to allow non-participating employees to make contributions for service credit purchase, while restricting optional contributions under Section 15-157.1 to participating employees only.

Expands Section 16-169.1 to authorize the Board secretary to issue subpoenas for information collection efforts related to sums owed to the System, in addition to existing purposes like disability claims and felony forfeitures.

Adds new definitions for "plan year" (July 1 to June 30) and establishes information request authority for multiple pension systems within the Illinois Pension Code.
