Department of the Lottery shall offer a special instant scratch-off game beginning January 1, 2016 (or as soon thereafter as practical) to benefit State police memorials.

Net revenue from the scratch-off game shall be deposited into the Criminal Justice Information Projects Fund and distributed equally to the Chicago Police Memorial Foundation Fund, Police Memorial Committee Fund, and Illinois State Police Memorial Fund.

Funds shall support grants for building and maintaining memorials and parks, holding annual memorial commemorations, providing scholarships to children of officers killed or catastrophically injured in the line of duty, and providing financial assistance to police officers and families when officers are killed or injured in the line of duty.

Net revenue is defined as total ticket sales minus prizes paid out and actual Department administrative expenses solely related to the scratch-off game.

Department shall not unreasonably diminish marketing efforts for other instant scratch-off games while selling the State police memorials scratch-off game, and may adopt rules to implement and administer the game.
