Establishes an expedited long-term care eligibility determination system to reduce determinations to 90 days or fewer by July 1, 2014, as a joint venture of the Department of Human Services, Department of Healthcare and Family Services, and Department on Aging.

Requires a streamlined application and enrollment process by December 31, 2015 that minimizes applicant burden, integrates online data sources, and provides online alerts for missing information.

Authorizes advance payments not to exceed $50,000,000 to nursing facilities with significant outstanding Medicaid liability by June 30, 2014, to be recouped in 3 or 6 equal monthly installments by June 30, 2015.

Mandates nursing facilities submit all medical assistance applications online via the Application for Benefits Eligibility (ABE) website 30 days after completion of 3 regional trainings.

Requires the Departments to compile and post a monthly report on their websites tracking pending applications, denials, appeals, and redeterminations by processing time categories and current location in the review process.
