Amends the Pharmacy Practice Act to require all new and refilled prescriptions for Schedule II controlled substances to be dispensed in medicine locking closure packages beginning July 1, 2015.

Defines "medicine locking closure package" as an alphanumeric combination locking mechanism with an amber prescription container that can only be unlocked with a user-generated resettable code.

Prohibits medicine locking closure packages from being reusable and requires pharmacies to dispense them with instructions for patient use.

Requires manufacturers of medicine locking closure packages to provide assistance to patients online or through a toll-free number.

Takes effect immediately upon becoming law.
