• Department of Healthcare and Family Services must develop and pay monthly supplemental capitation payments to managed care organizations for high-cost specialty pharmaceuticals and medical treatments, including curative Hepatitis C drugs.

• Supplemental capitation payments must be made within 60 days of receiving data from managed care organizations that follow the Department's clinical coverage guidelines.

• Department bears full cost of new high-cost specialty pharmaceuticals and medical treatments not previously included in existing capitation rates until clinical coverage guidelines and supplemental payments are established.

• Bill becomes effective immediately upon passage.
