Extends the mandatory ignition interlock device requirement from an unspecified period to a minimum of 5 years for all vehicles owned by persons convicted of a second or subsequent DUI offense under Section 11-501.

Establishes a new application pathway (Section 1.3) requiring persons convicted of second or subsequent DUI violations to first obtain a restricted driving permit, then maintain a clean driving record for a continuous 5-year period before becoming eligible to apply for a full driver's license.

Maintains the current $30 per month maximum fee for ignition interlock device use, to be paid to the Secretary of State DUI Administration Fund.

Allows restricted driving permit holders to operate employer-owned or leased vehicles for employment purposes without the interlock device requirement.

Applies to violations of Section 11-501 (driving under the influence), similar local ordinances, similar out-of-state offenses, and Section 9-3 of the Criminal Code relating to reckless homicide involving alcohol or drugs.
