Amends the Higher Education Student Assistance Act to modify the Monetary Award Program (MAP) for eligible grant applicants.

Requires State reimbursement in the following fiscal year to applicants who are eligible for a MAP grant but not offered one due to insufficient appropriations, in an amount equal to what they would have received.

Applicants must file a claim with the Commission to receive the reimbursement in the subsequent fiscal year.

For fiscal years 2015-2016 and 2016-2017, directs the Commission to give additional consideration to dislocated workers applying for grants, including those applying after initial award announcements are suspended.

Defines "dislocated worker" according to the federal Workforce Investment Act of 1998.
