Amends Sections 6-11 and 6-15 of the Liquor Control Act of 1934 regarding alcoholic liquor sales near churches, schools, and hospitals in Illinois.

Section 6-11 modifications add numerous subsections (b through yy) creating specific exceptions to the 100-foot distance restriction from churches, schools, and other institutions for licensed alcoholic beverage sales under detailed conditions.

Exceptions include restaurants, hotels, grocery stores, theaters, and other commercial establishments when they meet specific criteria such as building size, ownership tenure, location geometry, and written support from religious leaders or school officials.

Section 6-15 additions authorize alcoholic liquor sales at various public facilities including state universities, community colleges, parks, museums, and state buildings when approved by controlling authorities and liability insurance requirements are met.

Most exceptions require dram shop liability insurance coverage and written consent from relevant parties such as aldermen, school principals, or religious leaders before licenses can be issued or renewed.
