Changes volunteer service credit programs from optional ("may") to mandatory ("shall") for all school districts.

Requires secondary school students to complete 75 hours of community service as a graduation requirement to earn credit.

Permits community service hours to include participation in organizing high school or community blood drives and blood donor recruitment campaigns.

Shifts program implementation authority from individual school districts to the State Board of Education, which shall adopt rules to implement the program.

Applies the requirement to students entering grade 9 in the 2015-2016 school year and later; takes effect immediately upon becoming law.
