Amends the Illinois Wage Payment and Collection Act to create a process for handling recovered unpaid wages when employees cannot be located.

Requires the Department of Labor to conduct a good faith search for aggrieved employees upon recovering unpaid wages, wage supplements, or final compensation from violating employers.

Deposits recovered wages into the Department of Labor Special State Trust Fund if the employee cannot be found after a good faith search.

Allows aggrieved employees to request recovery of deposited wages without requiring a Social Security number or proof of U.S. citizenship.

Authorizes the Comptroller to assign a vendor payment number to the Department for processing payments to eligible employees from the trust fund.
