IL HB3558

Requires public utilities to obtain a certificate of public convenience and necessity from the Illinois Commerce Commission before beginning construction of nuclear power plant extensions, alterations, or additions.

Removes the prohibition that previously prevented the Commission from issuing certificates for new power plant construction until the federal government identified approved technology for disposing of high-level nuclear waste or the General Assembly specifically approved such construction by statute.

Applies the same certification standards to nuclear plant extensions/alterations/additions as other utility construction, requiring demonstration that the project is necessary for adequate service, is the least-cost option, and can be financed without adverse financial consequences.

Effective immediately upon passage.
