Creates the Utilization of Renewable Energy on State-Owned Properties Task Force to evaluate the economics and feasibility of installing renewable energy facilities on state property.

Task Force must be formed within 60 days and comprised of 10 members: four legislative appointees (two from Speaker, two from Minority Leader of House; two from President, two from Minority Leader of Senate), three state agency directors (IEPA, DNR, Central Management Services), two Governor-appointed members (one public representative to serve as chair and one with renewable energy business experience), and the Executive Director of the Capital Development Board.

Members receive no compensation but may be reimbursed for travel expenses related to Task Force duties.

Department of Commerce and Economic Opportunity shall provide administrative support to the Task Force.

Task Force must submit findings and recommendations to the Governor and General Assembly by September 1, 2016, after which it will be dissolved; the Task Force authorization is repealed on January 1, 2017.
