Amends the Public Utilities Act Section 13-404.2 regarding prepaid calling service standards.

Requires the Commerce Commission rules to mandate that prepaid calling service providers allow customers to transfer their telephone numbers to any other telephone the customer uses or plans to use.

Authorizes the Commission to establish minimum service quality standards for prepaid calling services through rulemaking.

Rules may include requirements for live customer service access, reporting requirements, fines, penalties, customer credits, and other enforcement mechanisms to ensure compliance.
