IL HB3587

Creates the Illinois Sentencing Policy Advisory Council under the Governor's jurisdiction to review sentencing policies and practices and their impact on the criminal justice system.

Council membership includes legislative leaders, the Governor, Attorney General, judges, prosecutors, public defenders, law enforcement, crime victim representatives, academic researchers, and ex-officio members from corrections and related agencies.

Council duties include collecting sentencing data, preparing annual criminal justice population projections, analyzing proposed sentencing legislation, and preparing criminal justice resource statements to identify fiscal and practical effects of sentencing bills.

Council must report annually in writing to the General Assembly, Illinois Supreme Court, and Governor.

Extends the repeal date of this section from December 31, 2015 to December 31, 2020.
