Extends the expiration period for Illinois driver's licenses from 4 years to 8 years from the date of issuance.

Applies the 8-year expiration to renewal licenses when an applicant fails to renew before the previous license expires.

Maintains existing exceptions for drivers under 21 (expire 3 months after 21st birthday), drivers aged 81-86 (2-year expiration), drivers aged 87+ (1-year expiration), and sex offenders (1-year expiration).

Preserves the Secretary of State's authority to extend expiration dates by up to 12 additional calendar months through regulations.

Maintains the 4-5 year expiration period for first-time Illinois driver's license applicants.
