• Amends the Child Care Act of 1969 by modifying the definition of "day care center" under Section 2.09 (225 ILCS 10/2.09)

• Exempts recreational facilities that allow their facilities to be used by children outside of structured activities from day care center regulation

• Exempts public or private schools that allow their facilities to be used by children for recreational activities outside school hours or on non-school days, provided the activities are not school-sponsored

• Takes effect immediately upon becoming law
