Amends Section 3-634 of the Illinois Vehicle Code to permit Illinois Fire Fighters' Memorial license plates to be affixed to motorcycles in addition to passenger vehicles, motor vehicles of the second division weighing not more than 8,000 pounds, and recreational vehicles.

Requires the Secretary of State to issue a motorcycle-specific version of the special registration plates authorized under this section.

Charges a $27 fee for original issuance ($15 to Secretary of State Special License Plate Fund, $12 to Illinois Fire Fighters' Memorial Fund) and a $17 renewal fee ($2 to Secretary of State fund, $15 to Fire Fighters' Memorial Fund).

Designates Illinois Fire Fighters' Memorial Fund proceeds for maintaining the memorial, holding annual commemorations and Medal of Honor ceremonies, and providing scholarships for children and spouses of firefighters killed in the line of duty.

Permits up to 10% of annual fund proceeds for Illinois Fire Fighter Museum exhibits and maintenance, with flexibility to exceed this limit for emergency structural repairs upon approval by the Illinois Fire Fighters Memorial Foundation.
